Consumer commissions are among the more accessible forums in the Indian system — you can appear without a lawyer, and the procedure is deliberately simplified.

Consumer commissions were designed to be reachable by people without counsel, and that design has largely held. A complaint can be filed by the consumer personally, procedure is simplified relative to a civil suit, and the fee structure is modest. For defective goods, deficient services and unfair trade practices, this is usually the right door.
The forum is set by the value of the claim — the consideration paid, not the compensation you are asking for, which is a distinction people frequently get wrong. The three tiers are the District Commission, the State Commission and the National Commission, in ascending order of pecuniary limit. The current thresholds have been revised since the 2019 Act came into force, so confirm the figures applicable on the date you file rather than relying on an older summary.
Territorially, a complaint can generally be filed where the opposite party carries on business, or where the cause of action arose — and, under the 2019 Act, where the complainant resides or works. That last addition matters: it removed the need to travel to a seller's home city to sue them.
A consumer complaint must ordinarily be filed within two years from the date the cause of action arose. Commissions may condone delay where sufficient cause is shown, but that is a discretion, not an entitlement, and it requires an explanation of the whole period of delay. Treat two years as the operative deadline.

Three changes are worth knowing. Complaints can be filed electronically, which removes a significant practical barrier. Commissions may refer a matter to mediation where a settlement looks possible, which can resolve things far faster than adjudication. And the Act introduced a product liability regime, allowing claims against manufacturers, service providers and sellers for harm caused by defective products.
E-commerce transactions were also brought squarely within the framework, along with obligations on platforms regarding disclosure and grievance redressal.
Not as a matter of law — you may appear in person. Whether you should depends on the value and complexity of the claim. For a straightforward refund on a documented purchase, many people manage without. Where the other side is a well-resourced company defending a substantial claim, or where the matter is likely to go up on appeal, representation is usually worth the cost.
